Discussion of housing for older people that is combined with provision of various support and care services is confounded by the lack of consistent terminology. The diversity of terms and meanings relating to housing with services for older people confounds systematic analysis, especially in international comparative research.
The aim of the study is to analyse the diversity and types of service integrated housing that have been developed in Australia, and to consider the policy and research implications. It includes examination of the implications of international experience with service integrated housing for Australia.
A new policy approach is required to meet the anticipated increase in demand for affordable rental housing for lower-income older Australians during the next two decades. A projected increase of 115% from 2001-2026 in the number of lower-income people aged 65 and over living in rental households far exceeds the supply capacity of the social housing system.
