As a HACC Assessment officer, in the past 12 months alone I have referred 3 older persons to Home at Last. I saw personally the relief on the people's faces when they knew they had somewhere to go and someone to help them. Being in their 70's and 80's in private rental they had never thought they would be put in the position of becoming homeless. This service is part of my 'tool kit' of services I have available to me to support older persons to remain living in their community.

I completed my second year student placement for the Diploma of Community Development with HAAG & wrote a research paper on the desperate need for organisations such as HAAG so to hear that they will be no longer able to assist those in their greatest hour of need saddens me beyond measure.

I have very fond memories of the time I spent at HAAG as a student conducting a research project. The research involved interviewing some of HAAG’s recently rehoused clients with the aim of lobbying the government and raising awareness of the hidden issue of elderly homelessness. All the participants’ stories revealed a history of exploitation within the private rental market which had a devastating impact on the quality of their life.

Thank goodness in their hour of need that they all found or stumbled upon HAAG because the changes in their life once safely rehoused were nothing short of remarkable. I think this is best captured in the words of one of the participants who during his crisis experienced anxiety, depression and significant weight loss. “I feel a weight has been lifted off my shoulders and I’m very comfortable. I’m happy and I feel really good about life”

This quote perfectly supports the key finding in the research which was as people age, safe, secure and affordable housing is highly valued and seen as integral to maintaining a quality life. And this is why Home at Last is so absolutely vital because it enables HAAG to reach out to more older people in this situation. A situation that will only become more urgent with our ageing population. .

There is no other service quite like HAAG as the level of support they give to older people in need is more like that of a family then an agency.

Please Minister Foley on behalf of all those who have need of such a service show that you care about their plight and continue to fund Home and Last.

Home at Last is a vital service particularly for the homeless elderly. It has proved its worth and cost effectiveness to the community over and over again. It's difficult to understand why this service is facing cutbacks when the issue of the homeless elderly is on the increase.

Home at Last's hardworking team has the long term experience and know how that cannot be easily duplicated or replaced. I personally have a high regard for the work this team does for the homeless with companion animals. This is a very neglected area in the sector and needs all the help it can get.

All levels of Australian Government in the past decade have made significant efforts to address homelessness. Australia as with many western countries including the UK, Europe and the US have moved from crisis based homelessness responses and have adopted policy with the official aim of ending homelessness. Home at Last is an vital part of Victoria's policy and practice response. Importantly Home at Last works with older Australians to address homelessness. Despite growing numbers of older Australians at risk of homelessness there has been less attention to older people in policy and practice responses. Victoria's Home at Last stands apart in Australia and internationally as a flagship agency with this tailored service for older people. Older people's homelessness is different from other deserving groups such as rough sleepers and specialist organisations such as Home at Last merge specialist skills in both housing, homelessness, and community aged care necessary to rehouse older people. Importantly, this enables most older people to get on with their lives, be independent with little drain on public monies. In addition, this service enables older Australians to live with secure housing - housing is the core element in ensuring older Australian's health and wellbeing.

Lately I keep thinking of the fairy story about the king who paraded through the streets of his city without any clothes, and all the people cheering the majesty of the person -- until one little boy said, 'he's not wearing any clothes!' If that story refers to the need to face realities then here's another example:
Many aged Victorians are being forced out of their present rental homes as their rents continue to increase, to name one reason. The wonderful workers at Housing for the Aged Action Group's HOME AT LAST initiative have already assisted hundreds of senior people into affordable, suitable dwellings and at today's count still have another 300 on their books,waiting. Even in the short month of January this year 32 elderly men and women were accommodated - reminding us all that the need is increasing at a swift pace. Housing has become a way for some people to make a profit and for others to be dispensable.
Sadly, now there's no assurance that funding will continue to support HOME AT LAST any more and so March 31st is the cut off date set to cease achieving shelter for clients. Shamefully, shamefully, this unique Victorian operation then no longer may save elderly citizens of this wonderful country from the prospect of perhaps living on the streets. This is a reality.
Do we need a bright little boy llike the one in the fairy story to say 'This is not right' or can we speak up or act to do something about it ourselves. Please help.

As someone who works in the field I know there are very few housing and accommodation services that do not require payment or can only be accessed via a hospital admission or aged care assessment. I have never needed to approach Government services for housing but find at 61 I have no support from family and financially I am in a difficult place- I am unable to work and on the Disability Pension.
The thought of having to try and find out what I may be entitled to is beyond my capabilities- I was terrified I would end up on the street. A phone discussion with Centrelink led me to believe I was close to homelessness and ineligible for any assistance.
Naomi (Home At Last) was so helpful and advised that a support worker would contact me and go through my Housing options and assist me to provide the correct paperwork to Centrelink. Further, I was, based on our discussion eligible for government subsidised housing. I slept for the first time in months.
I am very grateful for your organisations assistance as I did not know what to do and was in a great deal of distress.

As a professional Social Worker I urge the Victorian government to continue the funding of the older persons housing service 'Home at Last' to secure thousands of vulnerable older people from homelessness.
The number of Australians aged 65 and over are expected to increase rapidly - from around 2.5 million in 2002 to 6.2 million in just over 20 years and “It has been predicted that the number of older people on low incomes needing affordable rental housing will reach 419,000 by 2026.” (AASW).
There is the opportunity for the new Victorian Government to ensure appropriate services for older people at risk of homelessness are available across the state. Home at Last is an example of a critical, relevant service that provides such a service.

Towards the end of 2014 I became distressed and disoriented. My private rental agent had issued me with a Notice to Vacate during the time they had accepted my payment arrangement.

HOME AT LAST saved my sanity and me from from having to live on the streets. They successfully represented me at VCAT and continue to assist me by looking for suitable housing. I express my deep gratitude to HOME AT LAST for being there for me and say thank you with all my heart.

I am 63 years of age and have worked most of my life in the Accounting Profession, Public Companies, Government and Small Business. In 2011 I re-trained as a Personal Trainer. As work is difficult to find I am writing a book on exercise (no small feat) to promote my skills. I never give up.

The HOME AT LAST service has provided housing options, support, advice and representation to over 45,000 older tenants. Additionally, it has helped over 800 older tenants move from precarious living situations to suitable, long term, affordable housing. They are, HOME AT LAST.

I now find myself part of the new and emerging group of older tenants. Baby Boomers from the Trades, Semi-Professional and Professional workforce. But, as I've come to realize, we all live on the precipice. We just don't know that until an event happens, to us.

It is an imperative that older tenants have the assistance of HOME AT LAST when their lives have been turned upside down, they have no one to turn to for help and don't know what to do to re-orient themselves.

HOME AT LAST must remain and continue into the future. It is a vital contributor to society.

Please never give up - Save HOME AT LAST - You can do it, Minister Foley.

Secure housing for older people is a right, not a privilege. No one is safe from unexpected events that can lead to housing insecurity. Home at Last are there for anyone finding themselves in this precarious and health-threatening situation. In fact they are the only specialised organisation to offer this assistance. Removing funding from this organisation is a threat to the crisis and aged care systems who will bear the brunt of desperate people with nowhere else to go. This issue will not disappear if funding does, it will only get worse. Ensuring that -no matter what happens- every eligible citizen is provided secure housing should be on top of the policy agenda. Securing funding for Home At Last shows a commitment to this aim and will ensure thousands more are kept out of housing crisis.

Home at Last has been a very valuable service for older women from culturally and Linguistically Diverse (CALD) background who experienced elder abuse / domestic violence. Although Domestic violence services are working very hard in ensuring that their services are accessible to older women, most of our CALD clients state that they find it very difficult to stay at a women’s refuge due a fear of becoming isolated, a lack of sound English language skills, and the estrangement from children and grand-children.
In Touch, multicultural Centre against Family Violence has been working in partnership with Home At Last which enables us to provide our clients with more consistent, coordinated and a comprehensive service, in order to remove the barriers for clients to progress towards assisting them to escape domestic violence and elder abuse. Many of the Austin Health TCP clients have benefitted from Home at Last Program. Their help, support, advocacy and actually working through the cases making sure elderly people facing homelessness could find a shelter, has been incredible.
One of my clients, who had a portable unit built in the back of his son’s house stated to me with tears in his eyes “I now have a home”. He had been living in his car for many years; he was insulin dependent diabetic attending dialysis X3/7.
I can’t imagine that cutting the funding is even an option.

There are significant numbers of renters in the private market who are low income or otherwise disadvantaged and the work that the Home at Last service does fills a vital gap in advocacy and support for older persons. The SHAP program runs in the public housing area to provide assistance in that sector and equity demands that those forced into private rental should also be supported to ensure their rights are protected. Having worked in a crisis centre for homelessness for past 4 years in the inner eastern metro area, it is clear the demographic of people over 55 years of age needing assistance has increased. Many have either lost employment in industries that are no longer viable; become injured or too unwell to work and due to accelerated social change, many are without family and/or traditional cultural support networks and cannot access housing on the extremely limited income Centrelink provides. This will get worse as our population ages, not better. Home at Last has been an important and effective lifeline for many of our clients and it's funding should increase to prevent our elderly citizens suffering with both with poverty and shame of a problem that has not had the attention of the wider community. It is not just youth that have homelessness issues, it can happen to anyone.

As a community services worker, I always refer my clients who are homeless or at risk of homeless to Home at last. I remember I referred a client who experienced elderly abuse and had no place to stay to Home At Last. She cannot speak English and she had no money. She suffered from anxiety and she felt very worried, afraid, uncertain... April Bragg, who is the Manager for Housing Support at Home at Last is very helpful and supportive. I remember after two months the client called me and informed me that April helped her to get an accommodation. She was so happy and she thanked everyone. You cannot understand how she feels if you have never experiencd homelessness.
Finally, I really hope that Home At Last will be funded so that the organisation can provide services to those who are really vulnerable and disadvantaged.

Ethnic Communities Council of Victoria (ECCV) is the peak advocacy body for Victoria’s ethnic and multicultural organisations. We jointly administer the Preventing Homelessness in Older CALD Communities Project 2015 with Housing for the Aged (HAAG). ECCV is aware that there are increasing numbers of seniors from non-English speaking backgrounds who are living in insecure rental accommodation after they could not afford to keep their home mortgages. Our joint initiative aims to address their need for secure housing before they reach a crisis point.
For the past 3 years the Victorian Liberal Government funded Home at Last (HAL) to address the massive increase in older people at risk of homelessness. Unfortunately the Liberal Government did not put future funding plans in place. This leaves HAL in limbo. Losing the HAL program would jeopardise our joint project with HAAG. Please let me know how your government can assist.

I only hear positive feedback from clients and their families, and other service providers and colleagues,about the effectiveness of this service in using their expertise to provide targeted and individual advice to clients. I am not aware of any other service providing such support to these people, amongst the most marginalized " invisible" people in our community . I have been associated with Housing for the Aged Action Group (HAAG) which includes ‘Home at Last’ for approximately 5 years.
I have been most impressed with the dedication of the staff there. By dedication I mean the attention they give to those who, in their old age, find themselves without a home to live in for the rest of their life or they may have a housing problem.
Living in a Residential Village I see older people looking for help when the home they have lived in for many years has become beyond repair. It is then that HAAG step in and manage this situation for them. There is no legislation to protect these individuals or couples. If they applied for Government housing without HALs assistance they could be waiting for 15 years.
If ‘Home at Last’ closes on March 31st due to lack of funding by the Labor Government it is certainly a disaster. At least the Liberal Government did take enough interest to fund this most vital activity.

Throughout my 14 years when working at COTA Victoria’s information service, Seniors Information Victoria, Housing for the Aged Action Group was always seen as an effective referral point for older people in housing stress. With the development of the Home at Last program here was a great opportunity to address the challenges faced by older people seeking affordable, secure housing before reaching crisis point, therefore preventing potential homelessness; and Home at Last has been successful in its mission with 800 older people receiving support to find a home. Ongoing funding of the Home at Last program is crucial to continuing this valuable support.
